Bounded candidate tiles over immutable owned rows, retaining original IDs.

The tree holds envelope state and optional segment acceleration. Scratch is query-local; a lock and CUDA event protect the one-entry prepared-query cache across host threads and streams. No geometry or relation exports occur here.
